how would you go about writting a petition to stop an inter-company transfer?

Theres no one right way. It all depends on the reason. I'd probably start by discussing it with my supervisor and HR. You can always send a memo explaining why you should not be transferred, but be civil and reasonable in your approach. If the transfer isnt discriminaotry or retaliatory, they can get away with it unless you are protected by a collective bargaining agreement.
