"in the state of florida - my tree hangs over my neighbors house a the pine needles are damaging their roof. Is it my responsibility or theirs to trim the tree?"

Your tree, your responsibility. They have the right to trim the portion of the tree that hangs over the property line; but, that does not take away your responsiblity of owning the tree and your responsibility to maintain it so it does not damage your neighbor's property.
