adoption of a stepchild

ex- husband has not seen our children in over 1 1/2 years, he is behind in support, never contacts them or makes any effort to see them. My new husband would love to adopt them. they are extremely close and have even asked him if he would be their dad. I have only lived here in Georgia for 1 year. How does this process work. And can I handle it here.
