If I build a video website using Youtube and Google videos am I infringing on copyrights?

In a word: Yes. Although some of these legal issues are still being decided. If you do this you are likely not infringing from Youtube or Google, you are infringing the copyright of the owner of the videos....which could be Warner Bros., Sony or a wacky lady in Texas who filmed her cat playing the piano. To answer your next question: Yes, there is a ton of copyright infringement on Youtube or Google. Obviously, if you upload a video YOU filemd to Youtube then you are consenting to its publication...but if you took a video you did not produce and upload it then it may be infringement.
