what happens if a building code inspector fails to inform or provide fence code ordinances and you unwillingly put up a fence out of code, can they force you to take it down?

Yes they can. If you try and appeal a decision based on the fact that the building inspector did not tell you what the codes were, the court will most likely not accept that argument since you could have investigated the building code on your own.
