building on neighbors land

I want to build a pool and about 3 feet of it will sit on my neighbors backyard. Can we draw up some kind of simple agreement giving me the right to do this that will last say for at least 30 years. Can that agreement last even if he moves within those 30 years?

Sure, you can draw up an agreement to do anything legal. It's the signing that is the hard part. Your neighbor will, of course, have to agree. Voluntarily - you can't force him to agree.
