section 8 tenant with special kids not paying

I am the landlord to a single mother with 6 kids--2 of whom have special needs. She receives section 8 benefits for housing, but has not comply with the request of section 8 to recertify. She has not for 2 months paid her share that is not covered by section8.She is still occupying the property. Section 8 is about to stop paying for her this month. I have tried on several ocassions to contact her by phone and by physically going to the property . I even tried to reach her by certified mail with all failed attempts.What should I do since I cannot even contact the tenant and what should I do in relation to how can I inspect my property on the inside.

You should probably hire a special process server to serve her with a 5 day notice for non-payment of rent. Then if you haven't been paid after 5 days, you'll have to file a "forcible eviction" case. Process servers are also usually private detectives, so maybe you could find one that way. Good luck.
