Legal Question in Traffic Law in Illinois

I was in a car accident back in 2003 while driving my sister's car. My sister did not have insurance at the time, so I received a ticket for "no insurance" and also for "failure to yield" (the accident was my fault). I went to court and paid the fines and the tickets.

The person that I got into the accident with - her insurance company put in a judgement against me for the damages to her vehicle (which were around $3000). I did not pay this.

I was recently pulled over for speeding, and come to find out my license was suspended for not paying this $3000. I was arrested and was able to Ibond out because I have no record what-so-ever for anything. I went to court and the judge advised me to get a lawyer to help me with my case. My question is, how do I know if I am eligible for a public defender, and if I am not, where can I find an attorney that will do a free initial consult and then take payments for services? I would really like to get this taken care of, as I am a single mom and I work 2 jobs to support my daughters. I don't want to be driving around on a suspended license so I want to set up some sort of payment plan to take care of all of this. I am just confused as to where to get started.
