Probate Extortion

I am a beneficiary and a debtor of an IL estate with an independent administrator. The estate owes me more than I owe it but the executor insists that I pay first and will not give me a distribution. The estate debts are paid and others have received distributions. Can't he deduct what I owe from my distribution? What is my legal right? I hired a lawyer who will not fight him and quit. He tried to remove him unsuccessfully. I need a lawyer on a contingency basis.
