Legal Question in Banking Law in India

i lost my job in recession in dubai,i have a outstanding of 60000 dhs as loan and credit card outstanding, i have nothing to pay and know i have decided to go to some other country for earning than only i can repay that loan.but the problem is that i am getting call from the recovery agency from my home town and they are threating that they will file a case against me and they are also telling that they will impose travel ban on my passport.i want to know can they do that and will i get any problem in immigration counter in our country or other country where iam moving it is also one of the state in gcc only.i will be thankfull if u help me with the solution.
