You immediately approach a lawyer and obtain injunction for the construction and then your neighbour will come for settlement.

Ofcourse, approaching a lawyer is one of the remedy. But, immediately, you write to The Monitoring Committee, India Habitat Centre, Lodi Road, New Delhi about the unauthorised construction, with a copy of the complaint to DC, MCD and to SHO of your area.

you may file a civil suit by impleading MCD as a party as well and it would be ascertained whether the permission was given as per the law or by paying bribe. you may also seek compensation for damage done to your property due to unauthorized construction.

File a writ petition before the High Court against the MCD and make your neighbour as a party in your writ. This is quickest and effective remedy available to you.
