Is it legal for a Deputy Sheriff to moonlight as a City Police Officer?

Unless there is a local statute, or a policy against it (for example, due to a conflict of interest), there's no harm. You can submit a freeodom of information act (FOIA) request to obtain both departments' policies on outside work for their officers.
