This sounds like a matter I am handling for a client. The answer depends on whether the employer is retaliating against specific employees it believes gave harmful information to the state, or if it is trying to deal with poor performing employees. If the employer is just generally mad and taking it out on employees, you will have a tough case of retaliation to prove under Kansas law.
