In the state of ks is it legal for an apt manager to put cameras in a vacant apt for the purpose of surveillance on the other tenants, especially if the manager is also a police officer?

Landlords (and their agents) have few restrictions on the use of vacant property. Basically, they can do what any individual property owner could do. If the camera us intended to look into the windows of other aparents, it probably is unlawful stalking. IOtherwise, cameras that view common areas are probably violate no.law or ordinance.

If you find it creepy, you might complain to the property owner. Landlords fear creating more vacant apartments than they fear getting a ticket.

Good luck
