Legal Question in Real Estate Law in Louisiana

My mother is one of nine children. Her Dad passed away in 2001 and her Mother 2011. No succession has ever been filed on the property that her had or the house. My Mother has been cut out of everything because of her relationship with her Mother and Sisters so the brothers followed suit going far as leaving us out of the obituaries. After her mother passed away the family got together, split up what they had and tore down the house with no contact with my Mother. With no succession ever being filed one the brothers continues to pay the property taxes and pays to keep their mailbox active at the post office. My mother was that if there is ever a fine levied on the property she would be as responsible as all other siblings. Is that true if she has had no input on anything pertaining to the property?

On top of all that my grandparents were getting a royalty check from a nearby oil well that is now coming to the post office box and being cashed by one of the brothers who is listed as power of attorney. Shouldn't she be entitled to 1/9th of the royalty check?
