Parents ability to soak resources from a public school

I'm a relatively new teacher in a public k-8 school. We have many special ed students who are provided for with a variety of resources. We have one family in particular that seems to have the school in a position where the adminstration has decided for some reason to bend over beyond backwards to appease this family. I am wondering if there is a point where a family no longer has a right to ask for more services for their special ed child. And is there a point where individuals teachers can refuse the administrations request to do whatever the parents wish without repercussions?
