what law would specify this type of situation. A woman is told to go to dinner with him, he hasnt said it specifically, but then says ''i'll give you a raise for going with me what would this be know as?

Depending on the factual context, that comment would be classified as "quid pro quo sexual harassment", an illegal form of employment discrimination on the basis of an employee's gender.

Employees have a limited period of time during which they must report and pursue allegations of sexual harassment. If you are still working at the company, you should report conduct of this nature to the appropriate human resources representative and keep detailed notes of all inappropriate conduct going forward.
