Legal Question in Civil Rights Law in Michigan

my phone was stolen out of my work van.I called my phone and a gentleman answered my phone and said that I could buy my phone back for $200. He said that he would meet me at a certain location. I called the police station for the city that I was in, they said it wasn't in their jurisdiction but that if i called 911 they would give me a citizen escort and retrieve my property. When I called 911 which was for Detroit, MI the lady told me that they can't have an officer help me with my transaction and that when people get their phones stolen they go out and by a new one and told me to have a nice day.
