parental rights termination

The father of my now wife's 8 1/2 yr old child has had vistitation but has chosen to sparsely see her though he lived 3 miles away. He now has voluntarily moved to a undisclosed location in California and said maybe later he will send money for her to fly to see him. What I would like to know is someone told me that since he left with no declaration of where he is and if his child support payments end we could petition the friend of the court severe his rights for voluntarily abandoning his child so I can adopt(he is the confirmed father). Is this true and how should we go about it besides get a good lawyer

There are very specific requirements regarding notification of a parent before termination can occur. I can assure you that when you begin proceedings, he will come out of the woodwork. Remember, support issues are totally separate from termination of parental right issues. On such an important issue, you should not attempt it yourself.
