Can a person sue a federal court or sue the court of appeals for violation of procedures.

No, you cannot sue the courts for violation of procedures. The remedy is an appeal to the Supreme Court. Sometimes, if there is a denial of due process, you can sue in federal court to reign in a state court, but this is rare. William S. Stern
