Do you think it is a good idea to allow a tenant to use their deposit instead of paying last month's rent?

This actually is improper according to Michigan law and can get the landlord in quite a bit of legal trouble. The tenant needs to pay rent and then the security deposit is returned after subtracting for unpaid rent and damages to property. http://www.wolverinelaw.com
