how can I purchase a portion of property from a neighbor?

You first need to determine if it is a separate legal parcel. If it is then it can be conducted like any other purchase wherein you execute a Purchase Agreement setting out the terms and then have a closing that typically a title company will setup. If the subject property is not a separate legal parcel then you would have to create one. There are steps to doing this that are too involved for this forum but you would need an attorney that specializes in Real Estate to help facilitate this. Once you have created a new legal parcel then it can be purchased as normal.
