Moving a body from one state to another

What is my uncle's rights to have his son's body moved from Chicago back to Michigan. His son was killed in a motorcycle accident last year he'd livied in Chicago with his wife and two children. The wife recently remarried. Does she has the last rights to say whether his son can be moved and buried in Michigan where both his mother, father and siblings can visit his gravesite? What is the legal process
