Unpaid repair orders

We did repair work for a customer on his ATV. The repairs totalled $2800. We have received a letter from the customer stating that he is not going to pay this bill and we can keep the ATV. Are we able to sell this ATV with just this letter that he sent saying we can keep it or is there a legal process that we need to go through.

I take it ATV's are not TITLED?

If not letter might suffice, but to be safe they should sign a BILL OF SALE & Waiver.

Are you SURE they are true owners?
