Legal Question in Family Law in Missouri

My daughters mom supposedly moved to texas for a few weeks. They are supposed to move back to my state of missouri in a few weeks. But we never know with them. all of their stuff is in texas they have been living in a hotel for the past month or so. So they are in texas right now and its her moms weekend ti gave my duaghter this coming weekend. She is wanting us to meet halfway to texas to give her sophia. She didnt give her 60 day written notice of moving so legally she cant take her to texas according to our court papers. If we meet halfway, is that giving permission? can we legally keep her from taking her to texas and not get in trouble?
