Legal Question in Real Estate Law in Nevada

NV: property was purchased as a "single person" and is the sole residence of the homeowner. Homeowner allowed sibling to live in house. Sibling does NOT pay any rent, morgage, homeowner ins., property tax. Sibling has now filed a Homestead Declaration without the sole homeowne'rs knowledge or consent. Is this legal/valid and what are the homeowner's options.

Sibling does not own the property and cannot acquire title by filing a homestead.
