Legal Question in Family Law in New Jersey

What is the best way to help a child that is trying to exercise their right to choose which parent to live with but is not being heard? My nieces are 11 and 13 and have made it clear they do not want to live with their abusive mother. Child Services, the school system and the legal system in NJ have all ignored their plea for help. The father has tried vigorously to fight for his daughters rights without success. This past weekend the 2 girls took a stand in refusing to go home after spending a month with their father. The police were notified and the girls and the girls alone requested a police report stating there refusal. They even asked to be able to stay with their grandmother instead and expressed fear of their mothers� retaliation. The officer did not grant their request. When the father went to the family court he was told "yes they are at the legal age to choose but it is up to the court to listen to their request. The judge refused the request of these 2 young girls desperate to be heard. What can be done?
