Legal Question in Family Law in New Jersey

My nephew, who is now 16, was left an orphan several years ago. His father made my father and stepmother the legal guardian. He has been expressing to me how unhappy he is. I think the situation borders on abuse. He spends his days in his bedroom alone. We would love to have him come live with us. Can he request a change of guardianship or do I need to take legal action.
