Can a minor be charged with assault when they were the one that was assaulted by and adult in a public event?
Also, should a person have been arrested for assaulting a minor at a public event when the minors parents were not present to act on behalf of the minor?

Anyone can be arrested at a public event. It all depends on the circumstances. If the police witness an assault there is going to be an arrest, usually. The police can file a complaint on behalf of anyone who is assault in police presence.
