Parking Fine from Condo Association

I just found out in my community there is a by law stating each unit can only have 1 assigned space and one for guest which is first on come first serve basis. Any unit have more then 2 cars will need to park at the club house (which is fair).

I have recently work out a deal with my neighbor so my 3rd car can park at her guest spot but association still keeps on fine me and would not remove the charges. Do they have the rights to do fine me based on one of the board member's word? Can they continue to fine me? do they even have the rights to fine me? Do I have any legal grounds?

You have the right to file a legal action against the condo association for a declaratory judgment. A court will determine if the charges are properly assessed against you, if the association is willing to fight your case. Otherwise they will have to remove the charges.
