Legal Question in Immigration Law in New York

My wife had dependent student status F2 and when she came back to her country, US consulate failed her student visa petition and cancelled without prejudice her tourist visa too. What could she do in order to come back to USA? How long does she has to wait to apply again?

Why her F-2 visa application was denied (assuming if you maintain a valid F-1 status in USA)? Why they cancelled her B2 visa? What reasons for denial / cancellation she was given?

In order for the US Consulate to deny her student visa petition and cancel her tourist visa there has to be a valid reason. From what country is she?

Did something happen while she was in the US that is now on her record with immigration?

Decisions like this are not made without a reason.

If there is something on file when she petitions again the issue will have to be addressed.
