seniority after severance pay

do employees that recieve severance pay maintain their seniority after a merger or would they go to the back end of the new companys seniority list. I am under the impression that once severance is recieved that their status in their shop is ceased and they would become new hires at a new shop.

This is an issue that would be open to negotiation prior to the merger deal, if it's a union shop you should speak to your representative who should have an answer for you.
