i think i want to break a lease because mght. company rents to a certain type of program that put individuals that are homeless,coming out jail or rehab.i dont feel safe i've also made numerous complaints about loud music,people yelling etc. can i break the lease.

I would call a local landlord tenant lawyer and get a consultation. You may be able to withold rent based on a breach of the warranty of habitability. However, you have to make sure to comply with the applicable RAPL statute. Since, the statute has to be followed correctly, I suggest that you have an in person consult with a local lawyer.
