how do I set up an escrow acct?

NYC rental apt. Have had rain leaks in

living room for 6 or 7 yrs. Landlord only

patches ceiling, never fixes leak. I've

heard about escrow accts to hold

money until prob is fixed. Is this

something I can do on my own, or do I

need an attorney. Approx how much

does this cost?

The best way to go would be to get someone in there and view the situation, get an estimate as to how much it would cost you to repair the problem, then with hold rent sending in a copy of the estimate, work order, and proof of payment to the land lord. You have every right to take this action on your own, it should cost you nothing except for the fees for the repairs, which you can then fully take out of your rent.
