Legal Question in Legal Ethics in New York

What do I need to do to get this resolved? I purchased a car from a dealer 7/20/10. I never received the car. I contacted the dealer numerous times and was stalled with promises the car would be ready. On August 20 (before the first payment became due on the 26th of August) I informed the dealer that I did not want the car and requested he return the plates and registration to the DMV that were in my name. He did not return the plates until August 27, 2010. The dealer said he contacted the finance company to cancel the loan. The papers were never sent. The dealer refuses to contact the finance company and cancel the loan (in my name). The finance company stated that the cancellation or reassignment of the loan must come from the dealer. The dealer received over 9,000.00 dollars from the finance company for a vehicle I never had in my possession. Now my credit reflects an open delinquent account and I am unable to obtain financing to purchase a vehicle.

I would contact the consumer frauds bureau of the NYS Attorney General's office.
