If you sign a lease and two weeks later the realtor mentions for the first time he has a fee of one months rent do you have to pay it?

It depends. Was the fee in the realtor's brokerage agreement that you signed? If it wasn't then I would give your New York Real Estate Attorney a call to figure out the next steps. The broker might sue you in small claims court if the broker has proof of an understanding between the two of you regarding the fee (email, etc.).
