Can my husband (an authorized user) be held responsible to pay his deceased father's credit card bill even though he lives in another state and has never used the card?

Generally, if he never used the card he is not responsible for the debt. If he did use the card he would only be responsible for the charges he made. He should check with an attorney licensed in his father's state of residence to be absolutely sure.

Typically the answer would be no. Besides checking with an attorney in the state he lives in, if you are asking this question because the credit card company is attempting to collect for him, he may want to ask them to provide a copy of the account agreement/application. Also if this is a situation where the credit card company is seeking to collect from him, he may want to hire an attorney to defend it and raise any possible counterclaims.
