This is more of an employment law question, but they are generally not supposed to touch the vested vacation pay to pay workers' compensation benefits in compensable claims. If the alternative is they terminate you to end health insurance costs and pay you the accrued vacation pay, are you in a better place? Barring a few limited exceptions, they are not required to keep you employed (access to health insurance) while you are out on workers' compensation. A call to an employment law specialist and the NC Department of Labor would be helpful. You can link to NC DOL from our site at ncworkcomp.com.
