What if spouse won't sign divorce papers?

What is the order of steps taken if spouse won't agree to sign papers?

Do I file papers with court and then send certified? Or do I send to her first and then file complaint?Very confused -----???

You'll file a complaint for divorce with the clerk and they will mail a copy to your spouse.

If one spouse does not agree to signing a separation agreement and/or shared parenting plan, then the next step is for the other spouse to file for divorce.
