Visitation non-family

My daughter used to work in a group home for mentally handicapped people. She wants to visit a resident but they refuse since she's not employed with them anymore. The individual has no family and state has custody.

Can she file to seek visitation?

I suggest getting permission from the representative of the state that has the authority to made decisions on this resident's behalf. The HIPPA regulations have become very stringent regarding privacy rights.
