Getting a liscense after moving to another state when you have suspensions

I currently have three liscense suspensions in Ohio; one twelve point and one FRA, and the other I can't think of at this time. Theoreticaly, my liscense is suspended until 2007, and I have no idea what to do. A friend told me if I move to another state and have lived there for a certain period of time I can apply for a new liscense. Is this true?

Moving to another state and requesting a license there worked in the past, but does not work anymore. Over the last few years nearly every state has signed an interstate agreement. They now have access to other state's information and will almost definetely discover the Ohio suspensions.
