Legal Question in Civil Rights Law in Pennsylvania

Harrassment?

We have received several complaints from the borough we live in regarding the things we keep in our yard. We are beginning to feel as though the neighbors are just harrassing us and would like to know if the borough is allowed to tell us what is and is not allowed on our property and to what extent they are allowed to push by law. Is this a civil rights case and what kind of lawyer could I contact to help me with this?

Depends. The borough can not tell you to pick up a baseball your son left on the front lawn. The borough can tell you to get the scrapped '57 Chevy off your lawn. Why not clean up your lawn and get them off your case?
