Legal Question in Consumer Law in Pennsylvania

Did not complete services

We hired a Landscape company to do our leaf removal for us. The owner promptly wrote me an estimate, and within a week, he came out to clean the leaves. He was supposed to come on a Saturday, but because it was calling for rain, he came on Friday. I left his check in the mailbox because I was not going to be home. His company cleaned the leaves into about 12 big piles throughout the yard and said he would be back Saturday morning to clean them up. He cashed the check immediately and I have a copy of that, along with the invoice signed by the owner, charging me $525.00. I have contacted him numerous times and have it all documented. He continually tells me that he is coming out, but has not done so for two months now. My grass is a complete mess now and I have taken numerous pictures. I have tried to be as professional as possible, but I give up. Can you please tell me what I can do to get some restitution for this unfortunate situation. Thank you.
