Legal Question in Credit and Debt Law in Pennsylvania

If someone has power of attorney over their mother who is in a nursing home and her mother passes away (pennsylvania), is that person responsible for her mother debts? She had no assets and her unsecured debt is about $5000.00 total. Thanks for any advice.
