Legal Question in Family Law in Pennsylvania

3 1/2 yrs ago my husband gave his ex sole legal and physical custody of their daughter.. before he gave her sole custody she wanted my husband to sign over his rights and she was going to have her husdnab adopt the child.. that never happened. she still emails once and while saying her husband is going to adopt the child but she refuses to give up the child suppprt.. my husband has not had any contact ot visition with the child in 3 1/2 years. the mother has since moved and we have no idea where she lives. can my husband sign his rights over to her or terminate his rights and not be held responsilbe for child support and just walk away?
