Legal Question in Family Law in Pennsylvania

My son and I recently moved from TX to PA. I have a court order for custody issued in TX. My son's father (who lives in NV) picked him up for his regular summer visitation and now states that he is not going to return him. What can I do at this point? I have read things from filing kidnapping charges to filing contempt of court charges.

Assuming you had permission to move to PA and even if you didn't you will have to wait until father fails to return the child. If he returns the child nothing needs to be done. If not then an emergency petition would need to be filed in Lebanon County to have the child returned and further that the police in any jurisdiction where the child may be found are empowered to get the child back. Normally the police won't do that as custody is a civil matter.
