Will notary stamped document hold up in court?

A friend was given divorce papers but before he signs he wants to be sure she cannot take his kids out of state. She has offered to type up a paper stating this and said if they both sign it and then have it notarized it will be upheld in court. Is this true or should he talk to an attorney before doing anything?

All the notarization does is prove that She signed the document. That would be key in proving she signed it. So it would help him enforce the agreement in court. However, there are probably more custody issues than out of state relocation, so he would be advised to get a custody order covering all the issues regarding the children of the marriage.

Assuming his wife has an attorney or even if she doesn't he would be advised to consult an attorney. There are a lot of important issues to consider in a divorce matter especially one where there are child of the marriage.
