Wrongful Adoption?

I am a 45 year old male. Several months ago a young woman approached me and said she was told I am her father. She is 23 years old now. I did have a relationship with her mother years ago, but no one ever told me anything about any pregnancy or baby. My daughter and I have developed a good relationship and we had a paternity test that confirmed that we are father and daughter. We want to sue the state for not attempting to locate me or notify me of her birth before they put her in foster care and then up for public adoption. We also want to sue her mother's family for not telling me about her. They knew where I was the entire time as I am a business owner in the same township for the last 30 years (a family owned business). I have spoken to a few lawyers and get conflicting responses - one said because the girl is now an adult, I have no grounds for suing anyone. Another said this was a viable law suit. I have original documents concerning my paternity and the adoption - that I just acquired. Can you tell me whether or not I can sue anyone for making me losing the first 23 years of my daughter's life? This is very traumatic to me. Thanks.

Your issue is very complex and requires further investigation and factual information. How did your daughter find out you were her father? Has she reviewed birth certificate to see who was listed as her parents. Did she spend her entire life in foster care? Was she ever adopted?. When did she find out about her parents?
