appeal small claim judgement

I won a small claims judgement 8,129.31 in Havertown Pa, the defendant appealled. Plaintiff lives in NY, defendant in PA yet the lease agreement signed was in NJ. Can the Plaintiff file there new complaint in NJ?

No, by filing at the DJ you consented to personal jurisdiction in PA. As the matter is ongoing in the PA courts that's where it will be heard. On top of that the Defendant lives in PA so the courts in NJ have no personal jurisdiction.
