if someone leaves personal property in anothers garage such as a car for 6 years does that car become the property of the garage owner in the state of pa. is it considered abandoment

Not automatically. Notice has to be given to the owner. The statute dealing with abandoned vehicles is at 75 Pa.C.S. section 3353. Basically the vehicle can be removed from the garage and the owner of the garage would have a lien for the costs of removing it.
